How Open Banking payments work in Austria

Austrian banks publish their PSD2 interfaces on the Berlin Group NextGenPSD2 standard, but few of them run those interfaces alone. Much of the market reaches third-party providers through shared banking IT providers and group-level developer portals, so a single platform change on the bank side can alter how dozens of institutions respond at once.

Austrians already know account-to-account payments online: the domestic eps transfer scheme made paying from a bank account a familiar checkout habit long before PSD2. Payment initiation builds on that habit — the customer chooses their bank, approves with their own strong customer authentication, and the money moves as a SEPA Instant Credit Transfer.

Under the EU Instant Payments Regulation, euro-area banks have had to receive instant credit transfers since January 2025 and send them since October 2025, at no higher price than a standard transfer. For a PISP that means instant settlement is now the rule across Austrian payer banks rather than the exception.

What you bring

  • Authorisation as a payment institution with payment initiation permission — from the FMA, or from another EU or EEA regulator with a passport notification into Austria
  • eIDAS certificates issued to your firm by a qualified trust service provider — a QWAC to identify you to each bank and a QSealC to sign requests, both carrying the payment initiation role
  • Your merchants, your contracts and your compliance framework — the payments run under your licence

Payment initiation in Austria: common questions

Can a PISP licensed in another EU country initiate payments in Austria?
Yes. PSD2 lets a payment institution authorised in one EU or EEA member state provide payment initiation services in another through passporting: you notify your home regulator, which informs the FMA. You do not need a second licence in Austria, and your eIDAS certificates are valid across the EU whichever member state issued them.
Which Open Banking API standard do Austrian banks use?
Austrian banks overwhelmingly implement Berlin Group NextGenPSD2. Implementations still differ by bank and by the shared IT provider behind it — in the strong customer authentication approach offered, in which optional fields are mandatory, and in how far payment status is reported — which is why each connection is built and monitored individually.
Are Open Banking payments in Austria instant?
Payments are initiated as SEPA Instant Credit Transfers, which settle around the clock, usually within 10 seconds. Since October 2025 every euro-area bank must be able to send instant credit transfers under the EU Instant Payments Regulation.
