How Open Banking payments work in the Netherlands
No European market is more at ease with paying from a bank account than the Netherlands. iDEAL made account-to-account the default way to pay online years before PSD2, and instant payments have been the norm between Dutch banks since 2019. Customers expect to pick their bank, approve in their app and be done in seconds — which is precisely the payment initiation journey.
The banking market is highly concentrated: a few large banks hold most current accounts, joined by a group of smaller and digital banks. Their PSD2 interfaces are a mix of Berlin Group NextGenPSD2 and bank-specific APIs, each with its own onboarding, signing and status conventions.
For a PISP, high concentration means coverage is quick to reach and costly to lose: an incident at one bank is a material share of your payment volume. It is the clearest case for monitoring every connection continuously rather than waiting for failed payments to report the problem.

Payment initiation in the Netherlands: common questions
- Can a PISP licensed in another EU country initiate payments in the Netherlands?
- Yes. PSD2 lets a payment institution authorised in one EU or EEA member state provide payment initiation services in another through passporting: you notify your home regulator, which informs De Nederlandsche Bank. You do not need a second licence in the Netherlands, and your eIDAS certificates are valid across the EU whichever member state issued them.
- Which Open Banking API standards do Dutch banks use?
- Dutch banks use a mix. Some implement Berlin Group NextGenPSD2 and others publish bank-specific PSD2 APIs with their own conventions. MVP Payments normalises them behind one API, one set of payment statuses and one webhook format.
- How does payment initiation differ from iDEAL?
- Both move money account to account with approval in the customer’s banking app. iDEAL is a payment scheme a merchant accepts through a contracted provider; payment initiation is a regulated PSD2 service a licensed PISP provides directly against the bank’s interface, using the same journey across every country it operates in.
